Almut Möller is a political scientist with more than 25 years of professional experience in both think tanks and government. She works at the intersection of the European Union’s internal affairs (institutions, politics, modes of cooperation, multi-level governance, cohesion) and its external clout, promoting ambitious EU reform to strengthen a Union that serves its citizens in a time of profound change both at home and abroad. Almut is Director for European and Global Affairs at the European Policy Centre (EPC), an independent, not-for-profit think tank and membership organisation in Brussels. She also heads the Europe in the World Programme at the EPC. From 2019-2024, Almut served as State Secretary and Plenipotentiary of the Free and Hanseatic City of Hamburg to the Federation, the EU, and for Foreign Affairs. She coordinated legislation at both federal and EU levels, and was a member of the conference of Europe ministers of the German federal states. In that capacity, she also led the work of both Hamburg’s Berlin and Brussels representation offices.
