Dr. Witkowski is the President of the Centre for Citizenship Education (CEO), having been associated with the organisation since 2005 and serving as its president since 2018. As an educational expert and political scientist (University of Warsaw), with a doctorate in sociology from SWPS University, his areas of interest include the development of future competences, strategies for introducing grassroots changes in schools, as well as civic education and education about politics. As an expert, he has cooperated with, among others, the Polish Ministry of National Education, the Institute of Educational Research, the Ministry of Foreign Affairs, the Centre for Educational Development, UNDP, and many non-governmental organisations.

He was a participant in the International Visitor Leadership Program of the US Department of State, a graduate of the Leadership Academy for Poland, and is also a member of the Program Council of the Copernicus Science Centre.
